Permanently slowed movement attack and skill speed after clearing out abyss holes in map

My character is slow rolling and slow attacking with every skill including sprint. I killed some rare mobs that crawled out of an abyss hole and one had a slow mod and after killing it I was being slowed the entire time i am on the map, almost like it's all cold ground.

There is no debuff visible on my screen indicating I am being slowed but it's detrimental bug to Hard cores I'm sure. Porting back to base and then back into the map is a fix for now.... but I also am plagued with infinite loading screens this patch so for me personally this bug sucks if i have to port back into a map and not load in.
