Fortifying Cry Quality text is incorrect

When holding alt and selecting the Shield Wave tab in the Fortifying Cry skill gem the quality says "Shockwave radius is 0.4 metres". I assume it is intended to say "Shockwave radius is increased by 0.4 metres" or something like "Shockwave radius is 2.4 metres".
