Power Charges Not Gained - Monk

I have Combat Frenzy and Resonance. Yes Combat Frenzy is active. Yes I have Resonance for sure. Yes I am freezing people. I am not getting what I'm missing out here because I'm forced to face tank if I can't use charged staff. Makes this way more boring and difficult to clear the trials. Anyone else got some ideas how to fix this or having the same issue?

No I am not gaining any at all
