Ngakanu Island - Event wont trigger / Progress stuck?

This is my second character. I've done most of the island and went to Ngakanu, turned into Shark fin there, as kaimana and tavaki are sitting in the house there.

I can't seem to access Ngankanu island, no mobs, not nighttime. Am I missing somethig this time around or is the event state stuck? I tried relogging and checking online but not seeing anything.

Everytime I go there (after turning in shark fin) its just daytime and kaimana and tavaki are still there. It also just prompts "return to ship"

Disregard. I did a different order and didnt do arastas first. This can be deleted.
