Perfect Exalted Orb + Omen of Homogenizing Exaltation gave T3 mod on iLevel 80 boots

I crafted a pair of Daggerfoot boots using Omen of Homogenizing Exaltation & a Perfect Exalted Orb and it gave a T3 % ES/EV. Isn't it supposed to be tier 1? 8+ divines for a T3 mod is quite underwhelming if that isn't a bug.

Perfect Exalted Orb causes the minimum mod level to be 50
Omen of Homogenising Exaltation causes the exalt to create a modifier of the same type as another on the item.

For a bug, we'd expect the mod to be below level 50. The Omen doesn't affect the expected level result, only the type of mod, and it sounds like you got the type of mod you wanted.

T3 % ES/EV is modifier level 54

None of the above rules have been broken, therefore it is not a bug

just extremely underwhelming for 8+ div

Thanks for the clarification. I was trying to find exactly what it was supposed to do. I must have misread the tooltip. I thought it stated that it was a minimum item level requirement of 50 to use it, such as how the Abyssal currency works. I see now that it says "modifier level" instead.
