Lightning Warp doesn't work.

I have been trying to get lightning warp to work on my Sorceress and even when an enemy is cull-able (with the blue dot above their head indicating they can be warped on) the skill simply doesn't warp to them. My character will do the animation, and nothing happens, even when I single out one enemy and try it with only them being able to be targeted, it only warps after I spam the move several times. Am I missing something or is this skill completely broken on Xbox?

My experience with it is that you have to hold the button and cast it twice for it to go through. Also playing with a controller, but on PC.
