end game still bugged

The final quest is greyed out and i never got the 2 last passive points and i never got to talk to the hooded to get to the end game. I am stuck in a loop without end game.

I have tried killing the last boss again but no quest completion cause its already completed.

Try going to Act 4, Kingsmarch to talk to the hooded one.
