Archon recovery period cannot be reduced.

All forms of Archon recovery period reduction do nothing to reduce the cooldown from 20 seconds as it stands. This bug significantly reduces the potential power of archon builds, as through the passive tree, you can only ever have 50% uptime of any archon buff.

It'll still show 20 on the counter but it does tick down faster. If you max out the recovery it'll tick down from 20 to 0 in 10 seconds.
