cannot get to end game

Vault Boss keeps coming back alive with zero health.
Quest says complete but no way out to end game.

i have talked to hooded, doryani.. and teleported back to the boss but he keeps coming back alive. I have recreated new instances to no avail..

Try going to Act 4, Kingsmarch to talk to the hooded one.
