JZ is talking about something a lot of users complain about in PoE.

So assuming that it is not your connection (WinMTR) you could try this if you have wired peripherals.

The issues shown on here is something to do with the mobo's onboard bluetooth/wireless acting funky and can be "fixed" by turning it off (not great if you have a wireless setup) though updating the wireless drivers can partially fix it.
