I cleared the entire location and still couldn't find the quest.

Cleared the entire map and saw two wisps. Followed them to completion but didn't seem to get anything special and the map marker still shows incomplete. |

Had a wisp spawn, killed the rare, then died. No more wisps. Quest incomplete. Did a new instance and no wisps spawned. |

3 wisps spawns at the boss arena when her HP goes below 25%. I got all 3 to go inside the boss, killed her and still the quest did not count (not the first time I killed her tho). |
