Archon Delay and Resurging Archon passives

Archon Delay and Resurging Archon passives do not seem to work when allocated, base archon delay is 20 seconds and with nodes debuff time is still showing as 20 seconds, at least with regards to lightning archon.

doesn't work with the Archon of the blizzard either

the passives on the tiems also dont with with any archon, so nodes dont work and item passives dont work, currently no way to reduce archon recovery from the 20 second cool down.

I noticed that while the time does still show as 20 seconds, when you put points into all of the passives for increasing the recovery rate it still counts down from 20 seconds but it takes 10 seconds to do it. So it does work, the countdown is just misleading with the way that it is represented. Like it'll count down from 20 but it'll decrease by 1 every half second (takes 10 seconds to elapse the 20 on the counter).

I feel like we need to be able to push the archon cooldown past the 10 seconds to even lower like 5 seconds or less to make Archon truly worthwhile. It would also obviously be nice if the number on the counter changed rather than it just counting down faster from 20.
