Curses not applying

Started last night, will occasionally work in some areas but 90% of the time I can no longer apply curses by any method. Direct casting, Hand of Chayula, neither work with any curse, tried multiple levels etc. Hand still applies marks, so it seems that it is specific to curses.

Curses require a minimum gem level to apply to enemies of a specific level. Check your gem.
