CPU Usage

so i recently bought a brand new pc with 9800x3d, 5070 ti, kingston fury ddr5 ram 6000mHz etc. In any other games I turn up all my settings to max and have 0 issues. Usually in every game i have max 50-60% of cpu usage and till100% GPU but this time only 30% gpu usage with best settings in game and most of the time cpu is 100% sometimes it drops to 80%-90%. any changes cant help i try a big range of solutions in this case. Changing settings, CPU cores usage, directly controlling voltage on cpu etc. ALL the time i had this problem till now... But with my old pc and slightly reduced settings and previous patch i didn't have any issues such as now. So i think it's because of new hardware and some kind of optimization idk really. Do you have any solution to this issue? sometimes loadscreens crash i can wait 5 min and nothing happens.

My game Path of Exile 2 runs at 100 CPU degrees but barely consumes % CPU, I have an RTX 5070 and an Intel Core i7 14700KF, 32GB RAM, is it a game performance bug right?
