When was the last time you played the character?
You can look for patch changes for skills at the bottom of their wiki. https://www.poewiki.net/wiki/Frost_Bomb It is usually up to date from what i've seen, but you can also check patchnotes directly and search for the skill. https://www.pathofexile.com/forum/view-forum/patch-notes The last change appears to be in Settlers league, where low level Frostbomb damage now scales up to the original value at max level. 170% to 310%, versus 310% for all levels prior to that. It may be there are other gem changes or something you have changed that has altered the overall damage on your build. There has not been balance changes to skill recently in Merc league that I have noticed, so if it is in that timeframe, may need to look at any changes you have made.
