High Velocity Rounds + Hourglass Support

If you link High Velocity Rounds to Hourglass support, if you swap to another ammo type while HVR doesn't have a bolt loaded, when swapping back to it, it goes on cooldown, waits the 10 seconds, then reloads, then is usable. This doesn't feel intended and often happens immediately after using HVR and then swapping to another ammo type before HVR is reloaded
