cursor color issue

I got a new monitor today, and randomly my in game cursor looks super off colored.
Color is washed out is the best way I can describe it.
Reinstalled gpu driver, didn't help.
HDR is off.
In screenshot and in OBS recording it looks normal, just actually on my screen it looks wrong.
