"Marked for Death" anoint does not work on mercenary's amulet

my Kineticist Mercenary has an amulet with the Marked for Death Notable anointed ("Culling Strike against Marked Enemy")

I cast a mark onto a target (either manually or with Mark on Hit support, tested both)

but the mercenary cannot cull it

tested extensively and I'm sure it is not working

I also tried putting the amulet on my main character and they were able to cull with it

for comparison, my mercenary was previously wearing the Gluttony unique belt (i.e. cull cursed targets) and I'm positive that they have been able to cull that way

(this is all in Ruthless just in case that matters)
