I think it's corvine procession that stopped my energyshield from recharging.

it says no armour or evasion and 25% increased action speed.

could also be procyonic procession, which i don't recall touching, but that seem unrelated.

Your build includes the keystone passive Ghost Dance, which prevents you from recovering your Energy Shield above your Evasion Rating. If you have no Evasion Rating, you cannot recover your Energy Shield above 0.
