Does not Hit, but Poisons enemies as though Hitting them"

I'm messing around with dots, bleed and poison, and noticed gas arrow doesnt need to hit the target to apply its dot like stated in the skill tooltip.

If you socket Lacerate on it tho, the bleeding doesnt proc from the cloud but from the arrow when hitting a target.

Now since the skill is not meant to hit enemies but as though hitting them, lacerate behaviour seems like a bug (or doesnt make sense at least) where you have to hit enemies with a skill that is not supposed to hit them.
Make it so the cloud can proc bleeding like it proc poison?
