No ignites with Replica Volkuur's Guidance + Blackflame + Void Manipulation

Void Manipulation seems to turn off my ability to ingite with supported skills even though it shouldn't with the other two items equipped, should it?
Replica Volkuur's Guidance: your chaos damage can ignite
Blackflame: enemies ignited by you take chaos damage instead of fire damage from ignite
If that's intended behavior, it isn't evident from the text on the Void Manipulation gem.

Void Manipulation is affecting the damage you deal.
Blackflame modifying the way the damage is taken.

Blackflame doesn't convert your ignite to chaos damage.
If you're unable to deal elemental damage then the target doesn't take any.
