[Gameplay] Kingsmarch shipment and dispersal quests stuck after league migration (Standard, 3.25)

In Standard League after migrating from a previous league (3.25), I encountered an issue in Kingsmarch.
When I am in Kingsmarch, pressing V correctly opens the city management interface, but the shipment and dispersal quests are stuck.

These quests:

Do appear in my quest log.

Cannot be progressed (no objectives, no NPC markers).

Seem to exist in the background, but are unavailable for interaction.


This prevents me from sending cargo or completing dispersal tasks, effectively blocking Kingsmarch progression.

Steps to reproduce:

1. Migrate from the 3.25 league to Standard with partial Kingsmarch progression.


2. Enter Kingsmarch in Standard.


3. Open the city management interface with V.


4. Observe that shipment/dispersal functionality is locked and related quests are missing.



Expected result:
Shipment and dispersal quests should appear normally and allow progression.

Actual result:
Quests are missing or inactive, blocking progression in Kingsmarch.
