How do I get lower tier maps?

Doryani sells your highest tier waystone completed -1 on all characters. He is currently selling tier 14s for my alt who just entered maps.
If I have an alt entering maps, how do I get access to tier 2~13 waystones?

Usually I buy them from Doryani and reforge to +1 tier.
But I can't do that, because he will only sell tier 14s, because my main completed tier 15s.

if you're playing with a loot filter then disable it and do couple of act 3 cruel runs, T1 drops there.
