Blight Marks for Atlas Tree

Use mark on blight passives on atlas tree.

Small notable
"Titan Mark" - Bosses in blights have the titanic mod. 1% rarity,quantity,life,damage.
"Doubling Mark" - Normal monsters spawn at twice the normal rate but magic and rare monsters spawn at half the rate.
"Shameless Mark" - Rare monsters Split on death twice.

Large notable
Blight monsters no longer follow a trail and attack the pump your life is linked with the pump.
all lanes have a 20% greater chance to spawn a boss.
This notable now applies to blighted maps.
