Incendiary Shot cone deals damage of a single projectile when hitting same target

When Incendiary Shot hits a target with multiple projectiles the damage dealt by the cone seems to be the same damage as a single projectile as opposed to it dealing the damage of the hit as a cone. Same bug might be occuring with Permafrost Bolts.
