explode dont work for inpulsa

Armor from Impulsa and explosive mods won't explode.
I've tried changing various conditions and checking various things, but I just can't solve it.
I tried equipping a mercenary with them, but they still didn't explode.
Is this a bug?

Only shocked enemies can explode. So you must shock the enemy before they die for them to explode.

You don't have Shaper of Storms, so you must crit or hit a 26% chance chance on non-crit (via helm + Conductivity) to apply shock. If you're running maps with avoid ailments, then you won't shock, then you won't proc explode.

The final piece is only lightning damage can shock by default (without Shaper of Storms). Against pinnacle content, your base lightning damage with cyclone is 11-34k, roughly 37% of your total hit damage, and that is with all buffs + Tinctures up. If the enemy has any decent amount of HP or damage reduction, that's not enough to shock.

I would start with testing with Shaper of Storms as and see if that causes the explosions you desire, as that allows for a minimum shock of 25% with a 100% chance success (except for avoid ailment maps), and can be scaled up higher if desired. If that causes what you want, then you can figure out what to drop or what to steal with Forbidden Jewels.
I've confirmed that I'm using Cyclone to inflict shock on rare mobs on the T16 map.
The problem isn't just Impulsa; it's also the rare torso explosive modifier, which only requires an on-kill effect, that's not working.

What's bothering me is that after I equipped a mercenary with Grave Touch (which didn't work), all on-kill effects stopped working even after I removed it.
The same issue is happening with other characters.
