PC - Foreground FPS cap disabled

Issue observed:
The build I updated to on 7 Aug 2025 disables the foreground FPS limiter. I have it set to 30FPS, but with Vsync disabled the Steam FPS counter shows >300FPS. Further, enabling Vsync only sets the FPS to 60. Previous behavior: FPS limiter set to 30 and worked regardless of Vsync. Other notes: - This could technically be considered a combination break/fix since the FPS limiter should not have been working with Vsync enabled, as per the in-menu tooltip. But breaking the limiter now forces me to use Vsync as a work-around FPS limiter. - The change causes concerns with heat generation, especially in the summer time.
