+1 chaos all gems not working in ruthless for multiple skills

I am leveling a new char and I noticed my +1 all chaos skill gem twig spirit shield is not giving +1 to poison concoction of bouncing, or toxic rain (the only skill chaos skill gems I have to test with). it does seem to work with contagion.
