Path of exile and Microsoft game bar causing hanging on startup and low fps.

I noticed that When I run the game on steam it would hang for a long while before the splash screen. It would also have a lower then normal fps in game for 30 seconds or so right away. I used task manager to determine that when I launched path it also runs Microsoft game bar and edge in the background as well. Thing is I have the xbox/ game bar stuff disabled and path is the only game that turns game bar on. The game loads areas much faster then before. I used terminal command to remove game bar from my system because even if I disable the xbox stuff it will still run in the background.
