Is there a portal skin mtx in the game or any portal skin at all that is obtainable now or was obtainable before that resemble or look alike the Crusader's portal in his citadel?

Currently not. This is the bad part of the FOMO MTX items that are only available during leagues or special events.
Maybe triple G can introduce skin transfer items for portal effects so we can copy NPC portals like we can do with equippable items. Masterpiece of 3.16 lore
