Map mechanics not spawning

Hello there,

Sometimes guaranteed map encounters do not spawn, even though they are guaranteed through a scarab or atlas passive trees.

Example with this map that should spawn an Ultimatum but didn't :

This map had Betrayal, Ritual and Harvest. I don't see any pattern between these maps in terms of mechanics spawning.
