[Serious Problem] Cold Snap+Controller

How are you guys dealing with this combo??
Character keeps casting cold snap at very high speed but nothing explode (even close to frozen enemies), not even frost bolt.
Is there some hidden action range for it or what??

It should autotarget enemies according to targeting mode, no?
