Totems can't target Kitava (still)

Just tried to level a Templar with Frostblink of Wintry Blast Totems. When I place the totems they can't do anything and just sit idle. My entire playthrough was smooth up until this point, but I had to find a different skill to kill Kitava with.

Doing a Google search reveals that this has been an issue for _at least_ five years (source: https://www.reddit.com/r/pathofexile/comments/g7wim7/blink_arrow_balista_totems_cannot_target_kitava/), so why has this not been addressed?
