"Cannot download." Version 3.28 update file

On PS4, I sat down to see an attempt to update POE failed, saying "Cannot download." Don't think I've ever seen that before. I tried manually checking the POE client for an update, it tries to download but errors with the same message. I've been able to patch another game today if that matters.

I got the same but after a restart of the console I was able to start the 48.8G download.

Same, but for some reason my download speed is horrible, it's usually 400mgs to 600 mgs, but now it's showing 5.8 mgs, not sure what's going on
