Gilded fossil implicit overriding a vendor recipe to convert a legacy item to a newer version

Adding the gilded fossil implicit to this legacy cluster jewel without a jewel socket turned out to be the most expensive mistake I've made so far.
Vendoring these legacy clusters normally results in the vendor returning the same item, but with a jewel socket added to it. But it turns out that a simple gilded fossil overrides this vendor recipe, making it impossible to add the jewel socket to it once a gilded fossil is used on the item. And this is definitely not the only vendor recipe a gilded fossil overrides. I believe the gilded fossil vendor recipe should apply only after no other vendor recipes can be fulfilled. Can confirm. Not the only vendor recipe that gets overrided. For example if you use the vendor 5:1 on heist jewelry and one of the items has a gilded implicit, it wouldn't count.
