Can't allocate Watcher's Eye Prismatic Jewel

Hi, I can't place Watcher's Eye Prismatic Jewel in the tree. Already tried in several spots but doesn't work. I tried with others jewels and I had no problem, it's only with this one.

You already have a watchers eye in your top cluster jewel. You can only have one.
