Ignite and Burn removal flasks not removing secondary burning from Flame Wall applied by enemy merc

When enemy mercenaries (e.g. the Kineticist) apply the secondary burning debuff from Flame Wall to the player, this burning effect is not removed by flasks with the of Damping/Quashing/Quelling/Quenching affixes, even though the affix states that it "Removes all Burning when Used". These flasks should remove this burning effect.

The first screenshot shows my character with the Flame Wall secondary burning debuff despite having used my mana flask which should have removed it. The second screenshot shows the bug report reference ID.
