Huge bug with Discharge of Misery

So here's the situation:
- I'm running Discharge of Misery archmage with this set up: shaper Wand with "Gain 1 PC when spent 200 mana" + 100% to gain maximum PC on other gears.
- When I cast Discharge while have no power charge, I gain up to maximum pc (thanks to the wand). But then, the problem happens. When the animation of Discharge come in, it removes all the pc i just gained but deal no lightning damage at all, or gaining bonuses from pc, only the charges I gained from pre-animation deal damage. This made me unable to spam discharge effectively.
