FROSS castable for free with gear unequipping

I'm playing CI forbidden rite of soul sacrifice with whispers of infinity. The cost of my spell is 207 energy shield. If I remove and resocket the skill gem, the cost goes away, and it is castable for free (tested with 1 maximum life and 0 maximum energy shield, in a combat zone). If I remove and reequip the amulet, the cost comes back.

My friend, FroSS makes you take chaos damage, neck makes all skills cost ES instead, we are CI we dont take chaos dmg. What am i missing here lol

FRoSS has a base life cost instead of mana cost, not including the deal chaos portion. Logically, you should be unable to cast the skill as CI without the amulet as you only have 1 life with base life cost of 45 at level 20. That is before support multipliers. Maybe there is a way to generically reduce life cost, but highly unlikely they have that without trying it.

If the test was valid with 1 life, 0 ES, and using FRoSS with at least 1 life cost, they should've been unable to cast. Not enough life to cast without Whispers. Not enough ES to cast with Whispers. Although now I'm questioning what you did to test 0 ES. Remove all gear (including amulet that has flat ES), remove flat ES from jewels/trees, wear tabula or something, then cast FRoSS with no life cost or ES cost?

Maybe video will showcase better. If it works like you say, pretty sure I've seen similar videos where costs get snapshot in the instance for not FRoSS skills, but not sure anything came of those reports.
