Possible Memory Leek?

Hello so i run 16gigs of ram a little low for this game but yah.

Anyway my memory usually sits at 12gigs goes up but usually comes back down instantly after i leave a map or whatever it is im doing.

Today my pc locked up and had to restart. I then noticed my ram was not going back down like it normally did.

Then the pc would lock up because poe is hogging it all just sitting in my h/o.
The memory does go down but its vary slowly over time.

Things that i have tried.

Mem Test: Memory is good.
Dism cleanup: we are good.
Sfc /scannow: we are good.
Chkdsk C: /f: We are good.
Updated nvidia drivers.
updated Windows.
did a pack check.
Reinstalled the game.
Cleared the Cache's.
Tried both Dx12 and Vulkan.

I have tried everything i can think of and the problem continues.

What could be wrong?

p.s.

My ingame memory bar goes to 7 then backs down to 6.8 and stays there.
This should go down right?
