Fulcrum + winterweave + glacial cage = ?

Wiki states that:

The reversed chill effect also reverses the chill effect-related stats from chills that are reflected back to you (e.g. via The Fulcrum).

It then mentions examples like bonechill support, call of the void unique ring, ahuanas bite unique quiver.

Most of the above start with "Enemies chilled by your"...

What about the Glacial Cage notable that says "Enemies permanently take 1% increased damage for each second they've ever been Chilled by you, up to a maximum of 10%". Given that the wording is similar to the above examples.. would that mean you take up to 10% reduced damage after you've been chilled by your Fulcrum chill reflects?
