Shaper of Flames + Shaper's Devastation

I am currently using the Legacy of the Rose Unique staff with the Shaper's Devastation variant alongside the elementalist's Shaper of Flames. Currently the shaper summoned by the skill is not gaining benefits from either the guaranteed ignites nor the "all damage can ignite" portions of the ascendancy. I am not sure whether the shaper summoned by the "summon shaper memory" is a proxy or something else so I am unable to determine whether this is an intended interaction or not.

Is the shaper summoned by this skill something other than a proxy or is this an unintended behavior? I tested Shaper of Flames with a couple of different proxies and it worked as expected, so I am imagining it might be the intended functionality but I wanted to check and make sure. Shaper of storms worked correctly with the shaper's devastation skill, as it was applying a 50% shock with no lightning component. Due to this, I think it might be a bug.
