Imbued Anarchy craft not functioning.

As the title would suggest i believe the imbued anarchy craft does not function as intended (the fracturing of items dropped part). i have tried 5 t17 fortress maps with a full rogue exile atlas tree and scarabs with imbued anarchy and the rogue exiles dropping around a hundred rares each and not a single item being fractured. in 5 maps i got 5 fractured items which i believe are just lucky or native to the map and have nothing to do with the imbued anarchy craft. the imbued anarchy kirac mod also shows on the map modifiers in the map.

Im using 2x gigantification, 1x titanic, 1x titanic of legend, 1x awakening and rogue exile/ ritual / explicit map mods atlas tree, in case it has something to do with my scarabs.
