Eruptor Can't Roll 2 Utlitiy Skills

Eruptors physically can't roll 2 utility skills. Even Infamous Eruptors can't roll 2 utility skills. There are lots of posts on reddit and a few scattered through the forms. Eruptor can't roll with 2 utility skills and instead rolls with 3 primary skills.

I'm assuming this is a bug because the other Infamous mercs can roll with 2 utility skills.
