Ichimonji and Hand of Phrecia Interaction

The Hand of Phrecia (on Aura Bot) seems to overwright the effect of Ichimonji (on merc).

I don't know if this is the intended interaction but as per poe-history "not" modifiers are "stronger" then "only" or "always".
