TLDR: GGG fixing the bug of crafted-mods being upgraded to normal tiers probably broke the upgrading of influenced modifiers. The Orb of Unraveling seem to be broken and has no effect on influenced modifiers. This is a bug. With 64 memory strand at least one modifier is bound to upgrade (I know from experience). However, in this case, not a single modifier got upgraded and I can only assume it's because the only upgrade:able modifiers is influenced modifiers. The orb does not specify anything about influenced modifiers, only explicit modifiers and influenced modifiers is also explicit modifiers. Therefore I conclude this is a bug. They showed in the reveal the unraveling worked on influenced modifiers. And I've seen streamer clips use the orb on influenced modifiers to upgrade their tiers.
You just got unlucky and nothing upgraded. There is no guarantee something has to upgrade and I would not be surprised if influenced modifiers were weighted to have less chance to upgrade tiers. |

No way nothing upgraded with 64 memory strands.
It generally upgrades 1-3 tiers with 57+ strands. |

" I know the issue now. You used to be able to upgrade crafted mods to normal tiers as well. GGG patched the crafted-mod-bug, and when they did they at the same time accidentally broke influenced modifiers as well. So they probably did some check to ensure the modifiers is only "normal modifiers" or whatever they would be called. So it should be a bug.
