-2 to Level of Socketed Support Gems (implicit) +2 to Level of Socketed Skill Gems (implicit) Level 6 Awakened Elemental Focus Support with Runegraft of Gemcraft, which grants '+1 to Level of all non-Exceptional Support Gems', should reduce the support gem to level 5 and grant '+1 to Level of Supported Elemental Skill Gems'. While the gem tooltip correctly shows level 5 and the +1 level modifier, my Wintertide Brand remains level 28 regardless of whether AEF is level 5 or 6. The only observed difference is a minor damage increase, likely from the 1% more damage between level 5 and 6 AEF.
