Safehouse Leader Didnt spawn

In the enclosing map I spawned the safehouse then finished a fortification encounter that I had pending. I think that is what bugged it out. I didnt catch it but I think I saw the button/label on Gravicious (the leader) change during the interrogation of the other members.

Otherwise, went to the safehouse, fought to the end, nobody present in the final room and the door is locked
