Texture Quality Locked

I can't change the texture quality. It is locked to medium. In the .ini file it says it's set to high, but in game the graphics are bad and the settings in game says medium for texture quality.

Here are my specs:

NVIDIA GeForce RTX 3050 Ti Laptop GPU
