Tons of T17 monsters on a white t1 map

Likely because of the notable Invasive Adversaries on the atlas tree, I've had a few T1 Alleyways maps with a ton of monster density. This doesn't happen every map but I had it happen multiple times. Seems like the map contains mostly T17 monsters (instead of only 10% more monster packs of them) and it fills the entire map despite the map having no pack size or anything.
